Between August 2003 and October 2006, Mr. Ross was the Vice President of Raytheon Information Solutions (RIS). In this role, he was responsible for the integration of all Federal Information Technology (IT) work within Raytheon into one IT organization called RIS. The resulting organization had an annual revenue base of over $300M. RIS had two main goals; to act as the horizontal integration organization for all of Raytheon’s products and services, and to organically grow Raytheon’s business by more than 14% per year in the Federal IT markets of Intelligence, Civil, Defense and Homeland Security.

Prior to joining Raytheon, Mr. Ross was CEO and President of Scientific and Engineering Solutions (SES). SES was sold to NCI Inc. in the fall of 2004.

Until June 2002, Mr. Ross was President of Compaq Federal LLC; the LLC was a wholly owned subsidiary of Compaq Computer Corporation. Mr. Ross led all activities related to the Company’s enterprise solutions, services and products provided to U.S. government agencies worldwide. Working directly for Michael Capellas the CEO, Mr. Ross created a new business strategy and opportunity evaluation process that grew Compaq’s Federal business from $1.1B in sales at the close of FY 2000 to $1.7B in sales in FY 2002. His organization was the largest provider of enterprise solutions and professional services in the Compaq North America Organization.

In FY 2002, Compaq Federal sold more product and solutions business to the Federal Government than IBM Federal. While growing revenue and improving margins Mr. Ross increased the multiyear pipeline of qualified new business opportunities from slightly more than one billion dollars to over five billion. He directed a new initiative to partner more closely with prime contractors and in two years doubled the number of large programs that Compaq bid with prime contractors.

As President of the Compaq Federal LLC, Mr. Ross brought over 35 years of experience serving the Federal Government, including senior assignments with the National Security Agency from 1962 to 1982 and a successful 15-year tenure with Computer Sciences Corporation where he served as Vice President of their Intelligence business, Vice President of Sales and Marketing for Defense and Intelligence Markets and, for FY 97, as President of their $600 million Defense Business.
