James C. Ballard

Jim Ballard recently joined 21st Century Systems, Inc. (21CSI) to launch their new Global Services business unit focusing on providing the federal government with program management, continuity of operations, and acquisition support. Prior to joining 21CSI, Jim was President of Perot Systems Government Services (PSGS) from January 2006 to December 2007 and was responsible for strategy, management, operations, and business development of the business unit. The Government Services group built a reputation in the Department of Defense, Homeland Security, Civilian Federal Agencies, Science and Technology agencies and the Intelligence Community for unsurpassed professional services performance. Jim also served as Chief Operating Officer of PSGS from July 2002 to December 2005.

Jim brings more than 36 years of management and leadership experience to executive positions in the government services market. He joined ADI Technology in April 1997 following a successful naval career as an Engineering Duty Officer, Submarines. Jim was President of the ADI Federal Systems Division prior to his promotion to Chief Operating Officer in 1999. From 1997 until its acquisition by Perot Systems in July 2002 to become the government platform ADI grew from $5 million to $57 million in annual sales. Subsequently under his direction PSGS grew from $57 million to $650 million in annual revenues through both organic growth and three key acquisitions.

Jim served in many key leadership positions during his 24-year career in the United States Navy. Qualified in surface ships and submarines, his field assignments included: Repair Officer; USS McKee (AS-40); Nuclear Repair Officer; Portsmouth Naval Shipyard and Planning Officer; and Pearl Harbor Naval Shipyard. His naval headquarters assignments included: Deputy Program Manager and Technical Director for ocean engineering programs; Director of Submarine Safety and Quality Assurance; and Major Program Manager for Nuclear Attack Submarines. Jim retired at the rank of Captain, USN.

Jim is a member of the Acquisition Professional Community and holds a Defense Acquisition Workforce Improvement Act Level III Certification in Program Management. He received a Bachelor of Science degree in mechanical engineering from Rensselaer Polytechnic Institute and a Master of Science degree in mechanical engineering from the Naval Postgraduate School. He is a graduate of the Program Management Course at the Defense Systems Management College and has completed Executive Development Programs at the Kellogg School of Business at Northwestern University and the Harvard Business School.

Mr. Ballard is married with two sons. He enjoys golf and traveling. After having lived in various locations throughout the world, Jim and his wife, Andrea, now reside in Burke, Virginia.
