William A. Cimino is an Executive Vice President of Criterion Systems, Inc., where he joined its Founders in 2005 to establish the company and helped to make it one of the fastest growing Information Technology Services companies in the country focusing on technical skills, enterprise search, cyber-security, and High Performance Solutions (HPS) capabilities for Government and commercial clients. Inc. magazine ranked Criterion Systems No. 1 among 50 companies in the ‘Government Services’ category and No. 10 overall on its 28th annual Inc. 500, an exclusive ranking of the nation’s fastest-growing private companies (8,433 percent since its founding).
Mr. Cimino was responsible for the Intelligence Business Unit (IBU) P/L, and as a member of the Executive Team helped grow the IT business to 21 contracts, and 125 employees with revenues of $21M, including his direct oversight and management of an acquisition in December 2006 of NetStar into the IBU. Mr. Cimino transitioned to part time in early 2009 and currently serves as a member of Criterion’s Board of Advisors.
Previously, Mr. Cimino was a Business Development Director for BAE Systems where he developed a business strategy framework and five-year roadmap for the President, National Security Solutions. He was selected to represent all systems integration development interests during the acquisitions of AlphaTech and DigitalNet in a major reorganization in November 2004. Prior to this, he was responsible for Program Management for several Intelligence Community customer programs and exclusively attained study funds that provided the entrée for BAE Systems qualification to bid in the Imagery Library Program. Mr. Cimino was a key member for the Proposal Team for this program and one of seven Proposal Oral Presentation Team members that helped win this $202M, five-year program for long-term archive and dissemination business which eventually grew to over $1B.
Mr. Cimino is a retired Air Force Colonel with nearly 26 years military experience in operations and intelligence. His early assignments included Undergraduate Navigator Training where he was the Class Commander, completed his flying training, and received his navigator wings with the top academic and flying honors in his class. He served as a combat-ready RF-4C Weapon Systems Operator in several locations including a remote tour of duty at Udorn Royal Thai Air Base, Thailand, providing reconnaissance combat support over Cambodia and South Vietnam. Other key assignments include an AF Exchange Officer assignment with the Canadian Forces, and in the Air Staff’s Space Operations Program at the Pentagon, Washington, DC. He concluded his career as Deputy Program Chief for a joint military/NRO/CIA $1B acquisition which fielded a first-time worldwide intelligence capability. Mr. Cimino retired from active duty in February 1993.
Mr. Cimino has completed all three levels of Professional Military Education and has received numerous military awards and recognition including the Legion of Merit, Air Medal, Air Force Commendation Medals, Air Force Meritorious Service Medals, and he also received a CIA Exceptional Performance Award.
Mr. Cimino graduated from St. Johns University, Jamaica, New York with a Bachelors degree in Mathematics. He is also a graduate of the University of Southern California with a Masters degree in Systems Management. He lives in Northern Virginia with his wife, Fran. Mr. Cimino was born in Brooklyn, New York, on October 30, 1945.
